Ability to add GP for non-epic items? #709

What steps will reproduce the problem?
1. Trying to award GP for a rare quality item, specifically Living Embers.

What is the expected output? What do you see instead?
There is no way to have EPGP pop up a window to award GP nor to enter it 
manually without using an epic item as a placeholder.  It would be nice if you 
could have a list of exceptions or something when there are a few sub-epic 
items that you want to award GP for.

What version of the product are you using? What locale is your client (en, ru, 
kr, ch, es, tw)? 5.6.4 en

Please provide any additional information below.
This isn't really a defect so much as a feature request.  I did a search and 
didn't find anything on the same subject in previous tickets.

Set the loot tracking treshold to rare instead of epic.
