What steps will reproduce the problem?

What is the expected output? What do you see instead?
Whispers are supposed to go our every two hours, yet they are happening every
hour and the award is given every hour.
What version of the product are you using? What locale is your client (en,
ru, kr, ch, es, tw)? What other addons do you have installed and what
versions? How many members do you have in your guild? (/guildinfo).
V5.11.4 English version, EPGP Lootmaster, 313Players, 118 Accounts, 33 Raiders.

I would also like to ask if the time frame can include minutes (up to 120 min
for two hours?)
Reason being I would like to allocate 2000 EP every 110 min (so that the last
epgp goes out 20 min before the end of the raid (we raid for 4 hours).
Currently the only option is 1min - 59min - 1 hour - 2 hours.
Yet the two hour option is not working.
