Include a changelog in the source tarballs #16

Description of feature:

It would be nice to have a changelog (i.e. the content of 
http://code.google.com/p/protobuf-socket-rpc/wiki/ReleaseNotes) in the source 
tarballs.

Why do you think this feature/enhancement is needed:

I'm about to package your module for Debian GNU/Linux and it is nice for users 
to have a upstream changelog in /usr/share/doc/<packagename>

Implementation suggestions (optional):

put the content of 
http://code.google.com/p/protobuf-socket-rpc/wiki/ReleaseNotes in a file named 
NEWS or ChangeLog and put it into the source tarballs.

the attached ChangeLog contains a more up-to-date view of the changes and 
includes some things I have ready to commit
