Issues with AudioDelay, TailmessageSuffix, SayAllClearSuffix #85

If a TailmessageSuffix is used, AudioDelay is not applied to the tailmessage, while it is correctly applied to everything else. 2. If SayAllClearSuffix is used, only the suffix is heard. SayAllClear message is not announced. With regards # 2, I see from discussion that other folks are using SayAllClearSuffix, so I must have botched something with that. Could not find anything regarding # 1. I'm using v0.6.1 Config file is attached. Resolved in v0.6.2
