CC-BY => CC0 in MassBank-data #58

Suggestion by @egonw to change CC-BY to CC0 by default, as this is the more applicable and most flexible license. Agree?

Hi, this should be done for new records in, and also be the default setting in RMassBank, but we can't easily change the license for existing records without contributor consent. Yours, Steffen

Yes and no. I will never check if someone is missusing my spectra in a commercial version or without correct citation (maybe because I am happy to share and someone is happy with my records). However, we think about this MassBank releases in order that the database is plombed into a release and maybe ammended with an DOI for citation. In a longer view, this could be also an user created release which is used for a certain publication. This special release would include only those records the users will add and the authors of this records would all persons which contributed their spectra. Ammended with an DOI this would be also an citable release.

I just stopped at this issues due a sort discussion we had in the last days. I think CC-BY is in full compliance with FAIR and Wikidata. I understand that CC0 in Wikidata is true for the entries in Wikidata, but not necessessarily for the outlinks, because these are only IDs, right?

Actually, we have to discuss if the open data license does fit better anyway.
