New tab(s) in the welcome page: Help or Documentation or About #163

Hi, related to #162 we also need the documentation on the welcome page. Currently, this would have a For Developers section and link to the Spec Doc, and we can collect additional information on how to submit etc. Yours, Steffen

@meier-rene, can write this in markdown and parse the text? A similar procedure for the news page would be also nice. Hence, we would have two mark down documents news.md and about_whatever.md.
