If snapping is active the viewer hangs in IE #133

I put the latest code on maps in map_ol_to4_1ab.
Before I started testing 1a/1b I ran through some other tests.
I found that one viewer would work in Firefox but hang in IE 9.
If I commented out the snapping for the 3 edit layers (and took care of the now 
extra ,) it would work. Alternatively, another viewer scr_new_bedford.php which 
worked, if I added a snap, it also hangs.  The split line does not affect 
anything.  The hanging also happens in map_ol, so it is not anything to do with 
the 1a/1b code.  I guess I just have not noticed this bug before.  None of my 
customers are using snapping yet. 

I get "state.ma.us is not responding to to a long-running script".

Any error messages from s.gif or unable to get value of property equals are not 
relevant - they happen with all HTTPS viewers. 

Tested with IE 9, not yet tested in IE 8.
