Can't open folderset folders in IE #179

Tested in IE9

Is it OL 2.12 or Quirks mode related? 

The whole Available Data Layers area seems inactive.
Although if I search for layer I can add it and the folder area opens to it.  
Still unclickable though.

Definitely Quirks Mode related - it goes away if I take the DOCTYPE away.

Also can't click on folders in Export windows Step 2 "Select additional 
datalayers" on the right.

Upgrading from extjs 3.3.1 to 3.4.0 fixed it
