Allow export on external WMS datalayers #187

We would also like to support export of shapefiles and GeoTiffs from 
GeoServer-backed WMS.  We are not sure whether export from an ArcGIS 
Server-backed WMS is supported?

Aleda 11/12/2015 - Difficult because hard to know if the external WMS is GeoServer or something else and what export functions it supports.
