Add additional layers section of Extract no longer works #230

A user reported and Emily and Aleda confirmed.
If we start to Extract, then decide to use the Extract process to add another 
layer, it gets stuck counting on Step 2 and we can't click Next.
We tried various layers.  
In Firebug it looks like the WFS request to count the features is never 
submitted, so the waiting indicator keeps circling.

Aleda 11/12/2015 Still an issue in FF 42, IE 11 and Chrome 46.
