URLs in attribute fields do not work if protocol is https instead of http #238

URLs in attribute fields exposed during an identify are hyperlinked and can be 
opened with control-click.  However, there are 2 issues.  1) if link has http 
instead of https, it is not hyperlinked.  2) if the link is http (but redirects 
to https) such as dropbox, it will not open properly in the pop up window that 
OLIVER users to display the page.
