Metadata links no longer showing #240

Just started happening in all OLIVERs.
Seen in IE, FF and Chrome
When opening up a metadata link, either in the foldersets or basemaps, the link 
won't open. 

Error:

Load denied by X-Frame-Options: {name of url} does not permit cross-origin 
framing.

Steps:

1. Open OLIVER http://maps.massgis.state.ma.us/map_ol/oliver.php
2. In the upper right, search for Prisons
3. Right click "Prisons Buildings" and choose "View Metadata"
4. See error in developer tools 

Maybe it's something mass.gov has done, but maybe a quick way to fix is to use 
a real tab instead of the sub-window for metadata?  That would actually help 
solve another issue we have as well with https URLs...

BTW, I changed this in 3 places.  I looked for anywhere that the app was trying 
to load a metadata URL.  I left other iframe calls alone, e.g. help window.

I hope this change does not count as a popup.  If it does, an alternate 
approach will need to be taken.
