AGOL ortho tilesets don't work well with Bing basemaps #241

When one of the 3 Bing basemaps (under the Basemaps button) are used with one 
of the AGOL ortho tilesets (under the Images folder, Aerial Photos (Ortho 
Imagery), the added tilesets repeats in chunks.  The issue is seen in IE, 
Firefox and Chrome.  Switching to another basemap clears the problem.

Aleda 11/12/2015: Tried to test by adding back bingRoads into http://maps.massgis.state.ma.us/map_ol/oliver_test_11_12_2015.php in FF 42.0 - bing_in_oliver_error_11_12_2015 got console error "
