fixes #247 #252

Google retired a version of their API that worked w/ this version of OL. A fix from https://github.com/openlayers/ol2/issues/1450#issuecomment-146207698 was applied. While there were only a few lines that changed, it involved repackaging the OL .js library, so I encourage testing!

@MassGIS this is ready for a merge and to be tested. Since I didn't change the actual filename of the .js, make sure to clear your browser cache to pick up the updated .js. After mergnig and pulling down the change of course!

This seems to work Charlton. I replaced OpenLayers-2.13.1.js on maps and now I can switch to any of the 3 Google basemaps and they work on the first try.

I will test a bunch of other functionality as well.
