Evaluate upgrade to ExtJS #253

An upgrade to ExtJS would keep us current with upcoming browsers - although OLIVER is OK "for now" we should put this into our longer term plan. First step is to evaluate what would need to change for OLIVER and estimate the amount of effort required.

@MassGIS Is there any reason we are restricting this research to only ExtJS? There are several core libraries in flux that are aging and have been eclipsed by newer and shinier things. We might as well explore what life would be like to rip the bandaid off all of them.

No reason, just that you mentioned it. I would love a more comprehensive evaluation.
