@MassGIS, this PR takes care of #229 but it requires us to make changes to the GeoExt (ooooold) source code. So I am submitting the GeoExt code here for posterity.

It bugs me to have to change and then repackage GeoExt. Could you kick the tires a bit to hit the main OLIVER functionality to make sure nothing busted?

Please note that I had to update the record in oliver_folderset_2016.xml to point this:
