We have a need to disseminate data that doesn't exist as a GIS file. For
example, a Cape Cod aquaculture publication does have a spatial component, but
it doesn't lend itself to exist as a standalone shapefile. The way we deal with
this type of data now is to create a shapefile that matches the extent as
closely as possible and provide a "live" URL in the attribute table. We
envision a tool somewhat similar to Google Earth's balloons that would be
symbolized in some way to differentiate between reports, videos, pictures, etc.
The balloon would have a link to the online resource in question. Please do
some creative thinking about this task and propose some options.
