Allow user to resize query results window #78

The query results window cannot be resized, but it'd be nice if users could 
resize the window if they want to view more of the feature details table 
without scrolling. We would like to add the ability for users to be able to 
resize or maximize the query results window like they can with the metadata 
window.

The top grid will only grow horizontally.  When a user clicks a row to show the 
2nd grid, it grows both horizontally and vertically.
