Measure tool units need to be standardized #86

What steps will reproduce the problem?
1. Set measure tool units to meters. 
2. Measure a distance longer than 999m.  At 1000m the unit turns to km.
3. Measure an area longer than 999m2.  At 1,000m2 the unit turns to km2.

What is the expected output? What do you see instead?
Units should not change based on value or order of magnitude; none of the other 
units do.

Returned measurement values do not contain commas; use commas to separate off 
the thousands and millions to aid readability of numbers.

This was addressed with Issue 94 fixes.
