Revert changes that are no longer in main QMK (georgi/keymaps/template/)
Update CTRL/ALT/SHIFT keymaps
Add Rocketeer readme.md
Minor updates to CTRl/ALT readme.md

Does not fix matthewrobo (does not compile) and responsive_pattern (compiles but LED effect not functional) keymaps (which are also broken on main QMK repo).
