Suggest encode utf-8 to avoid errors on windows machines #51

This will leave encoding errors. This may also break other wikis if emojis are already is use. we can discuss if this is wise.

this make sense, and the same two lines (different line numbers) in mwb3.py need this change - and will be included in mwb Version 3 release.

also, there is this Python Enhancement Proposal (which may be related?) for some time in the future: https://peps.python.org/pep-0686/
