Factions do not auto-disband when the last member is kicked for inactivity while offline. #1261

Describe your Environment

Steps to Reproduce this Bug

  1. Create a faction.
  2. Allow the last member of the faction to be kicked for inactivity (set the inactivity timer to something short)
  3. The faction will not disband, it will remain a ghost faction with nobody in it and no power

Observed Results

It's pretty obvious several factions currently exist on our server with 0 members (skylands-adrift.org, do /f list and see the last several factions listed) i don't think it's needed There were no errors in the logs that we have found ## Expected Results The faction should auto-disband similar to when the last person leaves or gets kicked while online.

Yeah, that's what we are experiencing now.
