added Diplomatic Pact "Non-Agression pact" → Relations at least Neutral → both Sides have to agree → cant be removed for atleast 4 years → can not start Diploplays against each other → cant add wargoals against each other in Diplo Plays → adds 1 year truce when removed while not having a truce or having a shorter truce then 1 year → removed by break truce mechanic
