Users cannot access or upload voicemail greetings from web interface - get "access denied" #295

What steps will reproduce the problem?
1. Log in as a user (without admin permissions)
2. Click on "apps/voicemail" then "greetings"

What is the expected output? What do you see instead?

Users should be able to see and add voicemail greetings.  They instead see 
"access denied"

What version of the product are you using? On what operating system?

Fusion: Latest, clean install
Browser: Chrome on OSX

Tested, issue appears to have already been resolved with a newer revision.  
Marking fixed.
