It is not possible to upload a voicemail greeting from the web UI (even with the proper permissions)

What steps will reproduce the problem?
1. Log in as a user in the admin group
2. Click apps / voicemail
3. Select a file to upload.  Note that there is no button to actually upload 
the file, only one to "select" or "save".

What is the expected output? What do you see instead?

There should be a way to upload a voicemail greeting.  Clicking "save" does 
nothing and the "upload" button is missing.

What version of the product are you using? On what operating system?

Fusion: Latest 3.1 / clean install
Browser: Chrome on OSX

Please provide any additional information below.

Last I tested this it worked fine. Two things to check.
First is there a space in the greeting file name.
Second how large is the file php.ini has a default file size limit for uploaded 
files.

Confirmed, works in 3.5 (even with a space in the name), so likely fixed in a 
newer revision than OP used.
