Better DTMF #456

Hi,

The default freeswitch settings have min-dtmf-duration set too low for some 
providers.  As such DTMF doesn't always go through as expected.  Default value 
is 400.  Can we change the default to 640 in 
conf/autoload_configs/switch.conf.xml?  It shouldn't hurt anyone's 
configuration.

This is apparently a setting recommended via flowroute.
