Multi tenant: Global Dialplan #502

Create a dialplan that gets processed before or after the tenants dialplans.

Example:

Pre tennant dial plan.
match 4357(HELP) and execute dialplan that will connect them to my incoming 
number extension.

Post tennant dial plan.
match toll free number 8(00|55|66|77|88) and forward out to provider that pays 
me for toll free traffic.

FusionPBX 3.5 it is now possible to make a global dialplan for Multi-tenant. 
Set a low order number so its processed before tenant dialplans and set a high 
number for the post tenant dialplan.

I'm guessing this is done thru the context in the Dialplan Manager. I added a 
Dialplan entry and it does not execute. After further investigation I see that 
the features dialplan directory is created with 3.6 and I see several built in 
dialplans. but it seems that features.xml still has the same features hard 
coded that are generated in the features dialplan directory, and my added 
features thru the dialplan manager do not execute.

You might consider the FusionPBX class that starts tomorrow 26th, 27th, and 
28th of September 2014 to get a better understanding of dialplan, context and 
the feature dialplan.

new feature.
