[TalkBack] Talkback " explore by youch " not select. #268

What steps will reproduce the problem?
1.talkback -> on -> "Use talkback?" ->ok
2."Enable explore by touch? " popup occur - "cancel" select
3. talkback setting -> "explore by touch " check 

Talkback " explore by youch " not select.

What is the expected output? What do you see instead?
Talkback " explore by youch " select.

What version of the product are you using? On what operating system?
Android 4.2.1,talkback 3.3.*

EBT permissions are granted when the framework starts the service, so changing 
this behavior requires framework changes.

Filed separate Android bug, but this is out of scope for the eyes-free project.
