[settings] talkback word line Language D/P error #277

What steps will reproduce the problem?
1. setup wizard > first Language > Korea Language set > idle > apps > settings 
> Accessibility > Talkback Down > On
2. Talk On > Settings > Deloper Settings > Display speech output check > change 
phone language > Tap Homekey go to homescreen > Memu key or notibar pull down

What is the expected output? What do you see instead?

language that changed should display on speech output string

What version of the product are you using? On what operating system?

4.0.4 and 4.2.2

Please provide any additional information below.

It is same operation in Nexus4(JB+)
