on some devices talk back will not read numbers as they are shown on the screen

try and read the imea on a note two sometimes a message in the message app from 
google voice also shows this same problem voice What steps will reproduce the 
problem?

 note this seems to be a tts problem as it has been reported on many 4.1.2 and 4.2.2 devices using the feamail google tts.

TTS updates are now available on the Play Store for Android 4.0 and above.

This issue should be resolved by updating at 
https://play.google.com/store/apps/details?id=com.google.android.tts
