Keyboard not always speaking letters when running finger over stock keyboard in Android 4.4.2 #346

What steps will reproduce the problem?
1. Launch any app that needs to take text input from the user.
2. Double tap on any edit box.
3. Run your finger over the stock android keyboard.

What is the expected output? What do you see instead?
Talkback should read each letter as it is focused on with a finger.
As of now, Talkback does not always read every letter when focused on with a 
finger.

What version of the product are you using? On what operating system?
I have a nexus 7 tablet running Android 4.4.2 and the latest talkback, 3.5.1 
from the Play store.

Please provide any additional information below.
