Explore By Touch issue on Panda board (Android 4.4.2) with my own touchscreen #407

What steps will reproduce the problem?
1. Enable Talkback, then enable Explore By Touch
2. Touch and move one finger to focuse on the item with Yellow rectangle)
3.

What is the expected output? What do you see instead? Talkback or Accessibility 
framework does not want to focuse on the item when I touch and move on 
touchscreen. Swiping right or left to focuse on next or prev item is OK.

What version of the product are you using? On what operating system? Android 
4.4.2 (Linaro)
