PV timestamp doesn't update #13

putting new values to the PVs (either input or output) when hosted as a p4p server doesn't update the timestamps:

[root@5861dffc15a2 base]# pvput DEV:ML:LEBT_MACHINE_SURROGATE:DIPOLE_2_X:SET_CURRENT 1
Old : <undefined>              0
New : <undefined>              1

Sorted in arrays branch, needs a test written up
