The page arranging UI on iOS 10 is still a little weird; it is possible to interact with pages as if they were on the lockscreen, and when moving a page from the bottom to top row, the page will size incorrectly until crossing over to the top row.

In addition, pages in the Setup UI's arranger can be blown up too large, or not visible
