how to use this library in Arduino IDE. Is this work with blue pill stm32f1 series development module? How to compile this project, means in which IDE.

This library is intended to use in System Workbench for STM32 by ST: https://www.st.com/en/development-tools/sw4stm32.html. It works only on STM32 microcontrollers. For Arduino use the original IRemote library: https://github.com/z3t0/Arduino-IRremote.
