More Ruff autofixes for a larger rule set #266

ruff . --fix --unsafe-fixes

In general unsafe fixes do not affect the code functionality but will need to wait to see if tests etc pass before merging this

@qzhu2017 I think here because I updated the test.yml it will likely need reapproval from a maintainer for the tests to run.

It is a bit strange. I think I have allowed the contributor to run the workflow. I will check it later.
