Use BATS Docker image from ghcr.io #146

An alpine3.15 versioned BATS Docker image has been uploaded to ghcr.io and is available at ghcr.io/materials-consortia/bats with the tags latest and 1.11.0.

This should be used in the CI instead of building on the fly.
