Use the newly created bats image on ghcr.io #147

A Docker image for BATS, based on BATS v1.11.0 and using bashver=alpine3.15 has been uploaded to ghcr.io/materials-consortia/bats, with the tags latest and 1.11.0 - the latter mimicking the tag for the "proper" bats/bats image.

Closes #146
