Update to new template and update redirection to new github organization.

Both are correct, they're just British or American variants. However, I chose "Artefact" because that's how it is written in the issue template for a new PID request.

It is a programming issue. It's what our backend expects to see. :)

In that case, is it singular or plural? Also, the cmso file was merged with Artefact :)

plural in both cases. regarding cmso, please correct accordingly.
