A trial of ruff implementation

@apirogov I was trying to ruff and set up some rules that we had before with other tools. Could you comment on this version? Maybe we can use this in cookie-cutter etc too

@apirogov dunno why but removing isort and black from dev dependencies solved the CI issue. The PR is available for your review. maybe we can add some other parameters when you try ruff with cookie-cutter too

Keeping the PR open for some time until we know more about ruff. We may implement more stuff.
