integrate JOBAD into PlanetMath #46

We'd like to have JOBAD installed into PlanetMath so we can show it off.

One simple application of this would be to send feedback to NNexus on incorrect links, see https://github.com/dginev/nnexus/issues/17 for some discussion from the NNexus perspective.

This would be a relevant feature to show that we're still doing stuff when it comes to "inreach", see https://github.com/holtzermann17/planetmath-docs/issues/13

Probably we could use JOBAD integration in combination with IRC to make real-time comments that are produced through a Javascript UI accessible to anyone using the text-based "chat" backend, see #350.

Another feature would be to show summaries of linked-to articles via mouse over.

If the NIST internship I talked about goes through, I would also be very interested in collaborating on this front.
