mwsd should integrate mws-index and mwsd-load #40

Highlevel, it should use --data-path to load and validate an index. If this exists and it is valid, behave as mwsd-load, otherwise mws-index, save and mwsd-load.

As such, mwsd would maintain backwards compatibility as index and serve.
