move the TRAC issues to github. #87

There are still 22 (I closed the irrelevant ones) issues on https://trac.mathweb.org/MWS/report/1 They should be moved (I guess copied by hand) to github and then classified into the milstones we have here.

The best way to do that is to just reference the old TRAC ticket by URL and then close the TRAC ticket with a comment "moved to GIT". That way we only have to retype/copy the title.

I think that we have missed that boat; TRAC is mostly unoperational now.
