Need ability to browse data without having a login #166

The current ad-hoc login system that's been implemented requires a login. This will do for now, but for the public launch, we want users to be able to see what's available without having to apply for a login.

See also #159 - that's a bonus complication related to this.

It's been decided that this is no longer necessary or desired per discussions during the NRGR call.
