Currently the download test limits the retrieved individuals based on a comparison against collections found in user privs. That's fine for when privs are fine-grained, but folks with full admin access (nrgr.data.admin) get NO results, because there's no "admin" collection.
Trivial fix, but one that needs to go in all the same.
