Recording a Movie with Genesis TeamPlayer is not using proper order?

What steps will reproduce the problem?
1. Open a Genesis Game
2. Set the Control Type to "TeamPlay"
3. Ensure the Core is using that.
4. The game appears to be improperly ordering my inputs.  Players 5-8 are first 
then Players 1-4.

What is the expected output? What do you see instead?
Is this correct behavior?  Also, the attached Movie file shows what's going on.
