Stubbed System ios #26

Would it be possible for dop-mii to scan for stubbed system ios when install a 
system menu. It currently scans for the stubbed ios of the system menu being 
installed, but it would be great if it also scanned for stubbed system ios that 
install in a greater ios slot for newer system menu versions.

Say a user installs 4.1, but currently has 4.3. Dop-mii should detect and 
require the stub ios70 to be deleted prior to downgrading.
Same with 3.2, dop-mii should detect and delete stub ios50 60 and 70 if the 
stubbes are present.

DOP-Mii will install the required IOS version when changing system menus. 
However depending on the IOS you are currently running it may not be able to 
delete or downgrade the IOS. This is 1 reason I display what IOS is required 
for that System Menu. If it fails then you need to use an IOS that has 
Fakesigned and NAND permissions enabled.

Other stubs can be removed from the IOS menu.
