[regression] saving rsp plugin per game #94

What steps will reproduce the problem?
1.select "none" in the ROM rsp plugin settings
2.select "RSP emulation plugin" as system default rsp plugin

What is the expected output? What do you see instead?
The emulator uses the RSP emulation plugin although it writes "RSPPlugin=none" 
to the ini. 

1964 1.1 starts correctly without RSP emulation plugin.
