Holding button for menu scrolling #4

When scrolling in the menu, you have to repeatedly press the button to scroll.  
If you hold the button down, it does not continue to scroll. 

When browsing a list of 500+ games it takes quite a while to page through all 
of them so it would be good if scrolling worked by holding the button down.

We all get this.  The solution is known however the solution has another bug of 
causing super twitchy scrolling.  A best of both worlds is needed.

An attempt at smooth menu scrolling by holding down the D-pad buttons is 
currently implemented (as of revision d6b613ba90). It may require some more 
fine-tuning before I'm totally satisfied with it.
