[Enhancement] Option to stop all emulation of sound. #163

Just as my title says, option to stop emulation of sound, like the 'No
Sound' plugin for PC emulators. The 'Disable Sound' option just removes
'limit VI's' and mutes the sound. Doesn't stop emulating it.

Sorry, can't find the Enhancement option ANYWHERE.

The No Sound plugins on PC do exactly as we are doing, if you were to truly 
disable
sound, you'd need to write a NULL RSP plugin but that'd still need to do a lot 
of
work just for "no sound".
